The presentation provided an overview of basic principles for design of a useful and valid monitoring and evaluation system to assess the impact of a large initiative relying on development of community-based schools and training of local teachers to deliver primary school education to 170,000 students in 17 rural provinces who had not had an opportunity to attend school. This presentation is a critique of UNESCO's "Education for All" as a tool for education system planning in less-developed countries, based on observations regarding international donors' and Government of Afghanistan interactions and research-oriented efforts during the period from 2003-2006. It is argued that although the EFA monitoring and evaluation analytic framework is well-designed, the practical outcome has been that underfunded and inadequate UNESCO technical assistance to developing countries undermined the reliability of data. The presentation includes specific action recommendations and a brief exploration of broader implications for international education.
